Specifically I am at what point does the clan get boosted to the next tier? completion of barracks? have the number of people needed to go to the next level? Also you have to destroy the barracks in order to reduce the clan tier as well. If you do reduce the clan tier, you have to wait 60 days to increase it again. Just as a side note.
