Can't Get The Titania Quest?

So I have Warframe for Xbox One and I'm trying to get the The Silver Grove quest from New Loka so I can get the Titania frame, but she won't give me the quest. I'm exiled by the faction but my friends who have the frame said that they were too when they got it. I have no clue what's going on and I can't find anyone who's had the same problem. Anyone know what's going on?

You need to be MR 7 and have the Second Dream done.

Have you completed both prerequisites?
