Simply create decks for warframes and each weapon type, melee,primary,secondary.

 

Example:

-Select a warframe or weapon, then select the option to create and name a deck.

-Drag mods you want in deck and save it.

-Now select any warframe or weapon then select the deck/decks with the mods you want to use.

Now you have all your mods at your disposal without having to look through 100s of them, making it easy to switch out and replace mods in other weapons or frames.

They've already addressed this. There will be updates to the system for sure.

 

Also, if you were around at the start of Update 7, you might recall a time when they basically had the first steps of this. Equipped mods were not actually equipped, but copies of the mods were.

 

And finally, I wouldn't use decks very often, or more specifically, I'd end up having one for every frame and every weapon. Every frame needs a different mod loadout, and most weapons do too.

yes please make Loadouts for mods. not just warframes but for weapons too.
