Destroying that pesky Orokin Lab

So we are rebuilding the Dojo going ALLL the way back to the bottom (Where our old tiles are and our lowest rank of Hall). The old Orokin lab is ALLL the way at the top (Like 5 floors up) and we can't destroy the Orokin lab because some project is "Building" but the armistice prevents us from accessing the menu to cancel any of them so we can destroy the room.

I tried building a 2nd Orokin Lab lower in hopes that I could keep that one and destroy the original one that can't be destroyed. Still can't be destroyed.

Any way around this missed detail? Any help would be appreciated.

im currently in the process of remodelling my dojo. i have the same issue although i decided to research everything in there first before i build another.

is everything researched?

Everything is researched but a building project (I think for specters) had been in the process of building for awhile and we never finished it. I could pump all the resources in to finish it now if the armistice thing wasn't stopping me.
