Simulacrum enemy scans

I'm having a problem trying to get more enemies in the Simulacrum. I read that once you've completed the amount of scans necessary for an enemy you would be able to use them. When I looked at the amount of scans on some of the enemys I wanted it said I was over the necessary amount, but it will not let me use them in the Simulacrum. Does anyone know what's wrong or how to fix it?

Some enemies are not spawnable in the simulacrum. That's how it is, nothing wrong or fixable about it. For example the stalker,g3, zanuka are not spawnable in the simulacrum.

I know that, I'm talking about enemies like the shockwave moa and so one.
