Does Framerate Affect Warframe Abilities? Otherwise Slash Dash is Broken.

As the title says, I wanted to ask first before reporting something that isn't actually broken. Is Excal's Slash Dash at all affected by framerate? Because as we all know, it hits every enemy in a range cone in front of him when cast, but recently every time I use it either hits the closest enemy and stops or skips past everyone and sends me flying across the map because I'm using a max Stretch. Important to note, I've also been having severe frame drops because too much is going on at once made worse by having had my PC on for a while. The last thing i can fix with a shut down and restart, but it's severely impacting gameplay.

Yeah framerate does affect how quick you can do things you can keep stacking attack speed on melee but eventually you wont attack any quicker. Same goes for abilities like Mesas peacemaker.
