Mod Stacking

I saw the numbers the other day for Saryn using Cholera combined with Constitution and Continuity. It doesn't stack currently and you see a higher damage from using either Constitution or Continuity. I was wondering is it like this for all Frames and double buffing mods?

So will a Fletchette (15% shotgun pierce) stack with Accelerated Burst (15% shotgun shotgun, 15% fire rate) to make 30% shotgun pierce or is it two separate damage indicators?

Second question: what mod combo (level aside) would provide the highest possible damage for abilities on an Ember and a Saryn and general castor frames?

all of the newish mods (the ones that give 2 different benefits like accelerated burst) stack with the normal version.

So is the Cholera Saryn and Constitution-Continuity thing a bug?

constitution and continuity do stack.. but using certain helmets might prevent that. due to helmet bugs and such. so yeah there is a bug but its not the 2 mods, but the 2 mods plus the helmet.
