This game does not have dedicated servers, its peer to peer, when you join a game, you are being hosted by another player, if that player leaves the session, the data of that session needs to be migrated to another player for the rest to play. What you are asking for is dedicated servers, that would be very expensive for DE, they only have dedicated servers for common non combat areas like relays and cetus and even there they only host 50 players per server. So you are right that it should not required, but DE would have to invest more money and then they would need to charge for it someway but if the marketplace/platinum does not generate enough revenue and then Warframe would need to be a subscription MMO instead of free to play.
