Project Save The Frames

I am looking for help with a Warframe-based project that I think would be able to voice common consensus on some ideas to DE. It will be a showcase of community ideas. Not Wiki... more like a Warframe Fan-o-pedia. Anyway, I need help setting up a free website that would allow me to host images, pages, galleries, and text. As well as a chatter system. I do not want to waste time, so which of these options would be best?

-Go Daddy
-Some other idea that won't cost me*

If you're going to host your own website there's more cost-efficient options than Go Daddy. Alternatives would be Dreamhost, Bluehost, Linode, etc.
