AFAIK there wasn't any. Didn't even know what it was until I saw a forum post about it. :/

Here was Lumireaver's thread about splitting Capacity and Clan Tier rooms, at 16th July

And here was the "oh hey has anyone seen this new thing?" thread at 27th July.

No official post, nothing in changelogs :/
