Master thief + thief's wit cost 13+7 = 20. Formas can put right polarities in it, so cost will be... 11. Not nine, not ten. Because final cost rounded to maximum value. And that's the whole problem of many mods — it's not advisable to max it because of this additional energy cost.

Just look at some warframe powers. Rhino, for example.

 

Iron skin: blocks 400/600/800/1200 damage.

 

Roar: boosts damage by 10%/15%/25%/50%

 

You see the pattern? Last stage boost compensates energy loss. Why can't we have the same thing for other mods, which max level's cost is odd value?

I've kept my shotgun multishot at 100% for this same reason :/
