Howl of the Kubrow Inconsistency?

Just started Howl of the Kubrow. 

So, the first thing that the Lotus says, is to go to Elara.  Last I checked, that's on Jupiter. 

I mouse over the node, and there's no quest option on it with the 'x' symbol. 

I went to the quest tab, at which point I was told to go to Unda, Venus for the mission.  Is this supposed to happen?
