How Do I Make Someone A Utility?

So, the wiki says that Clans have a rank called Utility which can host the dojo but not invite people. I want to make some initiates in my clan into utilities (they're new, but it's really dumb for people to need babysitters to visit the dojo). How do I do that? When I try to promote them, it just asks me if I want to make them a soldier, rather than giving me actual options.

FYI, I"m Leader rank.

Right click and then demote. Only works if your Warlord allows you to promote/demote members.

Unfortunately, you have to promote Clan Members rank-by-rank. There's no options to skip ranks. I advise getting your Warlord(s) to modify the privileges of each rank if you're concerned about promoting someone too much.

I think Utility is below Initiate, Try demoting them.

I checked. Below Initiate is "Probation".

EDIT: also it would be really weird if members on probation had more rights than initiates

EDIT 2: never mind, the warlord that was offline when i posted this changed utility to probation for reasons.
