[Phobos Missing?]

So I've got my five points in the current Opp and want to continue on to ten. I hit the navcom to head to Phobos and after a few moments realize, Phobos is not on my map.

Am I missing somehting? I've done everything on Mars, I've been playing for a while. I didn't make it to Vey Hek durring the special event, I'm currently one Gamma Beacon away from being able to build the device to find him. Since I missed the event can I never go to Phobos?

Please help a lost Tenno find Phobos.
