Error989 is right, only the Launhcer is hosted on Steam so no update for Warframe would download via Steam but from the actual Laucher that opens when you launch Warframe

About the 6.1g download, you may of accidnetly pressed download or play from the store/website and started downloading the launcher

or

you probably pressed verify cache files which makes steam redownload the original files but since WF is only updated in the launcher and not on Steam, Steam notices the edited files and redownloads *original* (old) files
