[Mouse And Camera Lag/delay]

I've been having a similar sort of problem when I launch my game. Sometimes when I log in and spawn into my liset the camera freaks out and either

won't let me look up or down, or won't let me look left or right. Usually resetting my pc fixes it but it's just not working today. Any suggestions? :(
