Go look at your key bindings to make sure that the powers are associated with 1234.

Theyre still bound to the default setup. When I press them, the ability icon lights up, but still nothing happens.

Since I started the game, the only time I was ever able to use any of my abilities was in the tutorial. My warframe is 30, I got another warframe to see if that one was bugged, and it still wont work. The tutorial only asked me to press the 1, 2, 3, and 4 keys to make them work, and it just wont. My energy meter is maxed, I'm in range of all the enemies (I've even stood right in their faces to make sure of this) and nothing happens.
