[Rathuum, Sedna, and Saryn, Chro-my!]

DE, even if you decide to keep the Rathuum system, at least make it so that it's easier than Uranus, THE PLANET THAT COMES RIGHT AFTER SEDNA!

Forcing newbies to grind level 40-60 missions is just cruel, unusual punishment.

To answer your questions:

(a) Kela doesn't appear on the level 60 arena. Her only appearance is on Merrow, at level 28, or around the low 40s if you're in a squad. She will still drop the Uranus nav segment.

(b) Yes, even if you succeed of fail the mission, you spend 100 judgement points on that level. People that want Saryn better need to start grinding Rathuum 3.

While I liked the event in general, I am still pretty low-level myself, and I had to join squads in order to beat Kela de Thaym. On the contrary, with the right loadout, I can solo Tyl Regor, the boss of the planet that comes AFTER Kela.

In your case, yes, I agree that this system is pretty broken, as newbie don't have a chance again the arenas and revamped Kela. Either the leveling in the arenas needs to be nerfed, or the planet progression needs to be somehow altered.
