[After about 3 days of playing Hidroid i decided to give my opinion]

I guess his "problem' is the fact that the comunity is split between these who already enjoyed hidroid, for them the revisit making him more fun and on the other hand there are players who dislike all/some of his powers but want the concept of a pirate space ninja to be to their liking.   As for me ,i would keep his 1&4(add the puddle to his 4) but make his 3 a form of exalted water form and give a new 2 but giving the wave to his 3 when using shift.As for the original playstyle of beeing in a puddle maybe make a sinergy so that when in his 3 he can enter his 4 and take control of the kraken but instead of a dot he can eat the enemys dealing finisher damage.
