I agree Defection sucks and the Harrow piece has a low dropchance, but it still isn't any worse to get than Equinox or Ivara. However Harrow isn't strictly defection, only one Harrow piece is. His Chassis blueprint is acquired from Void Fissure enemies, the Neuroptics blueprint can be found from Rotation C vault on Pago, Kuva Fortress, and the Systems blueprint are rewarded from Defection missions on Rotation C.

Is it just me or does it seem like the 'Pilfering swarm' augment hasn't worked since the Hydroid rework? Other than that 'possible' issue, Ilike the rework so far.
