  1. my take would be do change related to movement. If you are standing still for more than 2/3 second, you get the resistance. The more time you stay still the more it's increasing and it goes 100% potency after X seconds. If you move you get damage buff, the more you move the more the buff goes to full potency, but as a buff with a cooldown (like it stays for 10 seconds at full power, but has a cooldown of 5/10 seconds) or fluctuation, like it stays 100% damage for some seconds but then if fluctuates a bit down and up. Otherwise you need to constantly moving, or as soon as you stop to move it will drop super fast to zero. Another take would be if you dodge/rolling it activates damage buff for X seconds, with cooldown. If you bullet jump, jump forward or wall latch it will activate resistance for some seconds. That would be my suggestion
