The initial requirements for this mini quest is having completed Vor's Prize, having completed The Second Dream quest, having completed The War Within quest, having access to Cetus, having completed a bounty for Konzu and being rank Observer or higher with the Quills faction.
In order to acquire the Revenant warframe itself, listen very carefully to what Nakak is saying.
The mask will be available in her inventory after the monologue you will receive upon initiating the "Mask?" line of conversation. Purchase the mask. Equip the mask to your Operator. Following her guidelines, visit the Plains of Eidolon at night. The navigation panel will show when it's night time in the Plains of Eidolon once you hover over the node with its name. Finish the required steps. Do not delay. You do not wish for the night to end.
Once Nakak has a vision, again, listen very carefully to what she tells you to do. Talk to Konzu as instructed.
Obtain component blueprints through Konzu's bounties. Their drop chance is rng-conditioned.
Crafting the parts is what forwards the quest.- - -
On a side note, yes, the quest should definitely appear in the Codex and Navigation's quests tab with checkmarks as the others in order to allow players to "remember" what they need to do, as there will always be those that do not pay much attention to NPCs or quest-given hints.
Well, I have completed Vor's Prize, The Second Dream, The War Within, Visitor rank in Ostron faction, Adherent rank in Quills faction. But I still can't complete the quest, it's stuck. Maybe the mission think that I've complete it because I build one of Revenant's part.

I bought the mask, wear it on my tenno and do the quest. It went smooth at first, I finish the first part of the mission(touch the first revenant-hand-thing) because of some reason irl I need to leave cetus. Then I online again, want to finish the quest but it's day on PoE, so I did a quest from Konzu. I picked the mission that has revenant system reward in it. I played it like 2-3 times and get the revenant system, so I built it and offline. After I logged back in, I pick my revenant system, and I want to finish my revenant quest because I haven't got the blueprint. After it's night on PoE, I went there to do the quest, I went to the second revenant-hand-thing, after that I didn't know what to do, so I leave Cetus. I didn't notice anything wrong back then, until now I realize something's wrong, I still haven't get the Revenant's bp, so I look up on youtube, it turned out I need to battle with Revenant to get his bp, and I haven't fight him yet. I just logged in and went to PoE just before I posted this, I want to continue my mission but I can't...

It appears that he's right, IT'S NOT A BUG (in my case at least) all I did is just craft ALL OF REVENANT'S PARTS, after I claim all of the parts, I went back to PoE, and boom the quest mission continued and I got the blueprint.
