It's not a bug it's because they can't use the Arcane.   Exalted weapons before you started playing would scale off of the weapons equipped to the frame.

You also get a 24 hr CD if you pass the test.  I had to wait almost a full  week to MR test from 5 to 10...  Not to beat a dead horse but that is a PAIN. Why should I have to wait to test when I am ready now?  The grind to test is already tedious I already need around 500 plat to unlock more slots to finish my Foundry builds but after leveling those weapons I have to wait a full day to test so I can build MR locked weapons or use a MR locked Riven.  IMHO I feel like the MR test should reset with the server resets or maybe it should reset with the Sortie reset, it could even be placed on the Earth Day-Night Cycle.
