While I agree with this, why does my Shield Charger seem to completely negate my Medi-Ray mod, when Medi-Ray is in the first slot (left, top row) and Shield Charger is in the last slot (bottom right)?

Honestly, with all the posts I've seen where people have listed the amount of times they've seen him/her, it really disappointed me that I haven't seen him more.

The way I understand it is, the dominant trait is used. For Kubrows, if you want a certain color with a certain pattern, it's recommended you put the pattern imprint first, then the color imprint. For Kavats, based on what you're combining, I'd assume you'll get either an arrow or mermaid tail.

I've only ever seen him the one-time that he appears after you complete the CoH quest. That was over a month ago. I play every day, for at least 4-5 hours. I know it was supposed to be a rare occurrence, but I mean....this rare?

At that point, it's just a personal preference situation. Staying at 88% or going higher comes down to what you prefer and there is no right or wrong about it. Either way you decide to go, you're still pumping out enough dps to get the job done.

I would personally swap out your 90% electricity mod for the dual state. Get your status higher. Otherwise, that's basically what I run.

Duration, Range and a bit of Strength. As another has said, having a ton of range really helps with pulling in enemies with Larva or hitting more than just a few close range enemies with Virulence.

This isn't even a simple cookie issue that needs to be cleared.
It used to be doing a simple CTRL-F5 would clear that cookie, show that I need to log in, log in, then another CTRL-F5 would show me logged in, however. Since yesterday, that no longer works.
I've even gone as far as manually deleting cookies for warframe.com and forums.warframe.com, but that doesn't seem to help. While I'm logged into warframe.com, the forums cookies still doesn't seem to update, even after clearing them. This leads me to believe that it's on a schedule to do so (24hrs), but that schedule maybe be malfunctioning.

That's going to vary from person to person. There are some weapons that I made, purely for mastery fodder. Some of those, while really good, I don't like, but I also won't get rid of because of the crafting requirements that were involved. Then there are those I like, aren't that good, but I'm keeping around for the possible buff they may receive. I have more Primaries than I do secondaries and melee weapons.

Meh. This is my priority. I see a lot more prime part/ducat fodder than I do forma BPs (again, my experience), which is why I have it higher.

In this priority:
- Weapon Slots
- Warframe Slots (until you have enough for every prime and those without a prime)
- Catalysts
- Reactors
- Forma
- Skins (because Fashionframe is necessary)

I've one been playing for 4 months; sitting at MR18. Only plat I've purchased was via Prime Accessories packs, most for the Affinity/Credit Boosters. Meanwhile, I only have one standard frame left to obtain/level and have quite a few Prime frames (not counting vaulted primes) and weapons. I wanted a lot of those quickly so I'd always have something to choose from when I wanted to change things up (ultimately wound up maining Nidus).
Bottom line, no one can you tell you how to enjoy the game except for you.

You're probably a minority when it comes to this situation (no offense). I have my small selection of weapons I like to use. Unfortunately, that also means a lot of the frame I play use them and no one frame has the same color scheme.

And it is, for these reasons, I conceded to just stop coloring weapons and leaving them at default appearance. I have at least 6 different Warframe loadouts and with only three appearance tabs and at least 4 of those loadouts using one or most of the weapons from each other, three appearance tabs didn't help.

Nope.
Microsoft reported issues with their core services around 5:30pm PST yesterday. It didn't seem to alleviate until a few hours or so later.

After crafting and claiming it, sometimes changing frames helps (I had to do that a couple months back when I got my second one placed on me).

In other words, you need to know how large your ePeen is compared to someone else?
I'm not trying to be rude, but unless there's a reward for topping leadboards to make the event somewhat competitive (which it wasn't), all it ends up being there for is feeding ego.
