[Fullscreen crashes the game [steam]]

Warframe freezes when it tries to enter fullscreen mode, either from the launcher or in game.  I get a black window that stays up for a minute or so before I get a video memory error.  I've been having this problem intermittently over the past few months and have always been able to fix it by optimizing my download files but that's not working this time.  Task manager is showing only 20% cpu and 40% memory usage, I play at decent settings and have never had any problems with lag or framerate drops once the game is running.

[Howl of the Kubrow quest broken]

I matured my Kubrow using the incubator, but the quest never progressed.  I'm unable to get the next stage of the quest (collar blueprint).  I got a Chesa kubrow so I know it's not the helmuth charger bug.
