I've noticed a few players with some pretty cool things going on in Fortuna. (Haven't checked Cetus)

There was a Saryn, and just standing there, there were green blobs around her falling.

Another one, Octavia. Running around in circles with sparks coming from her feet.

What is causing these? Sigils? The skins they're using, I have too but I'm not getting those spiffy effects.
