Just had the same thing happen again but this time with The New Strange as I hadn't unlocked Europa yet but still managed to start the quest. Also I never received a message from Darvo before I started A Man of Few Words.

As the titles says I completed the Stolen Dreams missions without first unlocking the Photos junction. I only just realized that I was supposed to have completed the junction first when I saw in the mission repost for the junction that it unlocked stolen dreams. sorry I don't have any more information about how this happened as I only notched after the fact but if you want to know anything more just lest me know.
