I saw someone say this was a controller-specific bug, and keyboard ability activation respected the setting.  I just tested that and it seems to be true: using the keyboard, I don't see ability banners.

Just saw this post. Will confirm no banner when cast with a keyboard and all the banners when cast with controller.
