It looks like they need to have their railjack completed in order to see and contribute to the research for the railjack pieces.

[Way to long to build Railjack]

What I find more annoying than the darn wait times is the fact, as far as I can see, is that only one person can build their ship at a time. So if someone is already building their ship no one else in the clan can progress with the quest nor their ship.

To all the people worrying about only being able to build the dry docks on the ground floor, this is not true. My brother was able to put it on our fifth floor. it was brand new floor with an inspiration hall as the place you enter after the elevator, then on one of the side doors we put a hallway and then built the dry docks at the end of the hallway.
