Was getting this issue as well and removing Helios allowed my friend and I to complete it.

Was helping a friend through The New Strange, On the last mission where you're supposed to scan Chroma five times, it just won't go past 1/5. Scanned Chroma around 50 times accumulatively before we gave up.

Getting this too, pretty annoying. It's also only with the Ayla.
