You're probably better off posting this in the bugs section of the forums and hoping that gets DEs attention with regards to the issue. 

There is definitely something broken with the drops system. I think I "watched" like 17 or so hours of partners on Twitch (the first few I actually watched for a couple hours then I left it running over night when nothing had dropped) and never had it drop, the day it finally did drop I'd fired up Mixer out of Desperation, there where no partners streaming (shocked face) so I just left Mixer in the Warframe Directory while I played a little Warframe and after a few missions I got an in game mail with the pallet. So no clue if it was the fact I left Mixer Idling in the WF directory of if Twitch drops where just being OMGWTFBBQ slow to resolve

Just got my drop, took a while. Resolved I suppose.

On the Warframe launcher, click the little gear icon on the top right.  In the Download Cache section hit "Verify" and "Optimize".

Failing that, drop support a ticket to see if they can further troubleshoot whatever is going wrong.

"This is who we are" is not playing when I walk into the Operator room.

Also, music that plays when I preview warframes in the market is always playing in the Orbiter. It plays instead of "This is who we are" in the Operator room too.
