Solution For Playing With Friends

I say playing with friends in title for reason. This will not fix matchmaking, but you can still play with your friends. I have this issue and I use this method all the time. So, what you want to do is instead of loading in with a squad or joining a game, what you do is load into the game and then invite people to your game. They will join right behind you, regardless of your location (you can get a head start). However this may seem annoying because enemies attack you in about 10 seconds for some missions, this is the only method (other than turning off DX, but doesn't work for all) that is available.

I have this issue too. I play this now by going into the game first, then inviting people rather than going into peoples games or loading in with squads. Perhaps this is a firewall issue?

For me, this issue only happens when I try to join somebody's game. Very annoying, lots of game content taken away from me.
