I got through this by:

 

I changing my status to "solo".

Then went to an invasion mission on mars siding with the corpus.

Cleared the mission and when i reached the game menu again. Moused over my name and saw the rankup message appeared.

 

Also a warning Do not do exterminate mission on Earth in solo mode. It dropped my mastery XP by 30%.

 

Seems running invasion missions solo corrects the bug. Other types of missions however seem to bug it out.

 

 

Replicating this still doesn't rectify it. After you log-out and login, bugs still persist. I already leveled up 2 frames and 3 weapons. Thinking of going cold turkey on this bloodyhell game.
