Not only in vortex, any ragdolled enemy cannot be target of EV.
I've been able to Energy Vamp targets knocked down on the ground. I usually prefer to since they aren't killed as quickly while they're recovering.

I'm not 100% sure that this is a bug, but when enemies are afflicted/caught by the Vauban's Vortex, they cannot be hit with Energy Vampire.
Being the Trinity of the party 95% of the time, I've noticed this a lot. Any any enemy caught in Vortex cannot be Energy Vamp'd.

This has been happening to us everytime we've played as well.
Interception capture points with invisible enemies and I lose the objective. This is what has stopped us from doing the Limbo quest so far because of invisible mobs just taking the points back from us.
