As stated above, those roll are top tier.
Panthera's secondary attack has good base crit chance and damage so using that riven for a crit base build would be ideal.
If you chose to sell it don't forget to check out Semlar's site to gauge a good price (https://semlar.com/rivenprices/panthera).

Hello!
Allow me to start with the fact that there are no wrong choices when it comes to spending your platinum. Although if you are new I would strongly recommend to spend them on potatoes and weapon/frame slots first.
Zelmen puts a strong argument. If you have the patience, then you can always try the non-prime version first to see if you like it.
I believe Chroma is a rather versatile frame that can be built to accommodate for just about any mission scenario. It is quite literally the point of the warframe. I do also know that people sometimes ask for a Chroma for Eidolon farming. I can't really tell you more than that since I don't have experience with that frame.
I can tell you however to not forget that this is a game. If it appeals to you, go for it and have fun. Don't let "mix-maxing" get in the way of the reward you have worked for and enjoy yourself.
