Khora's Ensnare: propagation delay not accurate to card

i initially noticed this in mission, but after some testing, it appears that power duration mods don't affect the propagation delay of Khora's ensnare ability—neither decreasing it nor increasing it. with a 0.18 second propagation delay on the card (rank 9 narrow minded, rank 9 primed continuity, rank 3 constitution, rank 0 augur message for 272% power duration; no other mods), i was able to cast ensnare, and then cast whipclaw before ensnare propagates for the first time.

i didn't notice a perceptible difference between this and my usual setup, which has 100% power duration and an on-card propagation delay of 0.5 seconds. i'd also like to note that whipclaw's cast speed is definitely longer than 0.5 seconds, so even with neutral power duration, it definitely shouldn't be possible to kill an ensnared enemy with whipclaw before ensnare propagates! the actual base propagation delay seems closer to one second.
