Flickering across screen

So two days ago I updated my computer, and when I get to the screen where it’s Excalibur Umbra in a crouch like position with the white line at the bottom, the screen flickers. The flickering is like 3cm thick semi transparent black lines flickering on the screen. It’s like when your TV is flickering but the only difference is the color. I thought it was just a glitch but when I loaded into the game. It was very laggy and the FPS was a lot lower than before. When I pressed “Escape” I got the same flickering. And the displays on the marketplace and Conclave where flickering. I’m not sure if it was my computer glitching because of the update or the game had a bug.
