Elite alert no enemy spawns

I was doing an elite alert on uranus and decided to move the hexis operative to the start of the mission so we just had to shoot down one hallway when enemies suddenly stopped spawning permanently, even after we put the operative back where he was at the start, waited for 2 minutes and still no spawns,and to confirm the enemies werent just hiding or inside walls equinox maim didnt damage anything and nothing showed up on enemy radar (at round 14)
