Flailing Branch bug

I don't know if anyone else has noticed this, but is the flailing branch stance's first hit supposed to have negative range? I was testing a new staff zaw in the simulacrum when i noticed that at 0.5m, I could not hit my target facing him. So, I turned around to discover that the range was in the opposite direction of the animation. I went further out to notice that I could hit my target, from 6m away, with my back turned to him. The animation shows the character using the opposite end of the staff in an upward strike toward the front of him/her. I wanted to ask if this was intentional despite the animation. As to why I'm posting this here, I didn't think any of the bug reporting forums fit this category.
