polygons and skateboards

I am running warframe on an older laptop, little disclaimer, my fps on Orb vallis and the plains is around nineteen fps.  

I have encountered two things playing fortuna that really screw with the experience first whenever I am out in Orb vallis there will be these random shapes showing up. Giant walls or bands ranging from gray to black that dissapear or appear based on where my camera is facing. Second (and this may just be my low fps) my kdrive seems to think I am airborne every half second. My warframe jitters up and down constantly when riding it and it happens on the Plains too
