Mod Capacity shows -11/60: Applying Forma with Umbral Mods Results in Exceeding mod Capacity

1. I had rank 30 Inaros with Umbral mods on
2. I applied a forma
3. Mods were not removed to bring my mod capacity under the limit for my Mastery Rank.
4. Mod capacity in top left shows "-11/60"

I cannot find a way to attach a screenshot so I uploaded it to Imgur.
