So far I have confirmed it does not work on the little spy drones you defend, the circular vehicle you need to defend, and the fortress control module you need a data mass for. Not sure about the excavators. Gara's 2 either does not register something being there or it takes your energy and activates the ability but the buff does not affect the target.
