fps drop in liset

since update 2.4.1 and or last windows update ( did those 2 at the same time )

while playing any where i am at 60 fps rock solid ( locked by vertical sync) 

i go in the liset wait about 30 sec and im at 12 fps or lower.

looking at my computer my graphic card as a less then 10 % load instead of close to 20 % 

my ram is as usual and so is the cpu.

what is wrong ?

the drop come from any menu open.
