Can't Access Loot Spawn in Kuva Fortress Tile

As I was farming for Cyclone Kraken, my loot detection picked up loot, but there was no way to get to where the loot was that I could find.

In your second picture there is a puzzle to solve involving those towers.  They have hackable panels at the base that you need to hack just before the electric zappy thing passers over them to trigger stuff on the floor below.  Once all the towers have been hacked and charged the hatches in your first picture will open to let you into the hidden room.
