Can someone explain to me why we can’t repeat the same Arbitration after we beat it?

I imagine part of it is to prevent you from farming Vitus essence in "easy mode" by only playing to the first rotation and resetting. If you want more Vitus, you need to aim for later rotations.

More cynically, I suppose it's to make it harder to farm anything Arbitration related (to artificially prolong the life span of content you "want" to play) with a time gate.

Edit - I suppose this could apply to actual rotation rewards too, since Rotation A still has all the same rewards, just at a lower rate.
