It is very rare to see.I myself have only seen it used five times, myself included. The quest is apparently incredibly difficult. You need to go on killing sprees with the Last Word. How hard can that be? I literally finished it in two games of Control. In any case, the Chaperone is fantastic, stylish and actually balanced. My favorite weapon in that dead, dead game.
