To gain these points, you need to kill other players. If a state has capital punishment, than you can be damn sure they will give it our for someone that has murdered 10 different people. So don't try to pull a *not so different* ploy. Also, spaces. Killing NPC's also gives Sin. Such as merchants and stuff.
