I don't know who made it, but it hasn't caused me any harm that has... outweighed it's benefits. When I put it on it fused to my skin and I haven't been able to remove it, that was, four years ago I think? Besides obviously not allowing me to be transported, I can tell it to emit a force wave that has, so far repelled anything I've needed it to... it's only good for one shot though as it needs a few hours to recharge. *shrugs* Besides that I'm unsure.
