Dual Toxocyst buff not activating

Upon getting a head shot with the Dual Toxocyst it is supposed to gain increased attack speed, toxic damage, and unlimited ammo, but none of these buffs occurred on head shot. I tested using hydraulic crosshairs (which activated) in order to confirm head shots were actually being achieved.

Interesting, i found this looking for Hydraulic Crosshair bugs. I found that I am doing the same damage with or without the mod even when it activates, maybe its related. I will start a thread for that mod specifically

Isnt hydraulic crosshairs only supposed to boost critical chance upon getting a headshot, But anyways, I'm also encountering the Dual Toxocyst's Frenzy not activating on headshot, except I find that it only does this when I am not the host of a session, when I'm the host or playing solo, the Toxocyst seems to work fine.
