Latest Nvidia driver has tanked Warframe's performance

So as the title states, downloading the latest Nvidia driver has tanked the living crap out of my Warframe's performance and has capped it at 60 fps despite every effort to change it both in-game and out (before it was a smooth 160-200 fps).  Along with this, the game just feels sluggish, even at 60 fps.  I can't find any setting in Gefore Experience that would uncap my framerate, and I've already done seemingly everything under the sun in the in-game settings to try to fix this issue.  I'm usually quick on fixes for this sort of thing, but I'm stumped.  I just don't know where else to look for a possible fix.

Also worth mentioning that turning off V-sync in Manage 3D Settings (within the Nvidia Control Panel) actually causes the game to not even load after I click play in the Launcher.  It just gets hung, but Im able to close it in the Task Manager

Do you have MSI Afterburner running and possibly have your FPS capped at 60 in Rivatuner?

I experienced much worse performance with the latest drivers and had to rollback. Now it's all good with the previous drivers.
